Locul Universității Tehnice a Moldovei în dezvoltarea sistemului național de proprietate intelectuală

Abstract

In the development of human civilization, technical creativity has the predominant place. Human civilization emerged with the transformation of Homo Faber into Homo Sapiens. As evidence that our ancestors were twinned with the god of creativity is the priceless work of art and history „Thinking Pair” from Hamangia. The progress of human civilization was dictated by the technologies of stone, bronze and especially iron. The level of development of a country is determined both by the level of creativity of the society’s individuals, and also by the existence of a national system of intellectual property. Being a leader in the field of technical creativity in the last decade of the existence of the USSR (2106 inventions obtained in the period 1980-1991), the Technical University of Moldova indirectly contributed to the creation of the National Intellectual Property System, which appeared despite the background of the disintegration of the USSR in the first years of independence. An important role in this process was played by the first Director of the State Agency on Intellectual Property (AGEPI), a graduate of the Technical University of Moldova, Eugen Stascov. Unlike scientific centers, where pure research is performed, in a higher education institution technical creativity has two distinct functions: the productive function - the production of science-intensive ideas and products, and the educational function – the creative training of the young generation. Those over 5000 inventions of Technical University’s inventors and their analysis are an important resource for the young creative generation.

Locul creativitaţii tehnice în dezvoltarea civilizaţiei umane este predominant. Civilizaţia umana a aparut odata cu transformarea Homo Faber în Homo Sapiens. Drept dovada ca stra-stramoşii noştri au fost înfraţiţi cu zeul creativitaţii este şi inestimabila opera de arta şi istorica „Perechea gânditoare” de la Hamangia. Progresul civilizaţiei umane a fost dictat de tehnologiile pietrei, bronzului şi, în special, ale fierului. Nivelul de dezvoltare a unui stat este determinat atât de nivelul de creativitate al indivizilor societaţii, dar şi de existenţa unui sistem national de proprietate intelectuala. Fiind lider în domeniul creativitaţii tehnice în ultima decada a existenţei URSS (2106 invenţii obţinute în perioada 1980-1991), Universitatea Tehnica a Moldovei a contribuit indirect la crearea Sistemului Naţional de Proprietate Intelectuala, care a aparut pe fundalul destramarii URSS în primii ani de independenţa. Un rol important în acest sens l-a avut primul director al Agenţiei de Stat pentru Proprietatea Intelectuala (AGEPI), absolventul Universitaţii Tehnice a Moldovei, Eugen Staşcov. Spre deosebire de centrele stiinţifice, unde se efectueaza cercetare pura, într-o instituţie de învaţamânt superior creativitatea tehnica are doua funcţii distincte: funcţia productiva – cea de producere a ideilor si produselor scientointensive, şi funcţia educativa – cea de instruire creativa a generaţiei tinere. Cele peste 5000 de invenţii ale inventatorilor Universitaţii Tehnice a Moldovei, analiza lor, sunt o sursa importanta pentru tânara generaţie creatoare.
