Un indice quasi invariant de apreciere a disproporţionalităţii în sisteme RP

Abstract

Pentru sistemele de votare cu reprezentare proporţională, este definită noţiunea de indice invariant. În scopul folosirii în cercetări comparative a unor asemenea sisteme, suplimentar la indicii Rae şi Grofman, care sunt invarianţi faţă de numărul de partide, este propus un nou indice. Ultimul este quasiinvariant faţă de numărul de partide şi, de asemenea, faţă de numărul de mandate. Este determinat domeniul de definiţie al valorilor acestui indice pentru soluţiile optime.

Notion of invariant index for voting systems with proportional representation is defined. For use in comparative analysis of such systems, additionally to Rae and Grofman indices, which are invariant to the number of parties, a new one is proposed. The last one is quasi invariant to the number of parties and to the number of seats, too. The definition domain of this index for the optimal solutions is determined.
