dc.description.abstract In this paper will be analyzed the new methodology of the elite framework. In particular, the international strategy for the formation of scientific elites is highlighted by a global model. The example serves us various international practical conferences devoted to the aspects of conducting the process of elite formation and the constitution of different international unions of the scientific communities. These events demonstrate the tendency to guide the process of shaping the future elite, not only at a national level, but also in a globalized and globalized global international format. en_US
