Îmbunătățirea Managementului Tehnologiilor Medicale în Republica Moldova

Abstract

Scopul lucării constă în analiza și evaluarea importanţei Managementului Tehnologiilor Medicale, a standardelor de dotare minimă cu dispozitive medicale la nivel national şi în altă ţară. Obiectivele generale sunt analiza bibliografică despre domeniul tehnologiilor medicale, colectarea şi analiza interpretativă a datelor colectate, aprecierea importanţei standardelor (protocoalelor) de dotare cu dispozitive medicale existente, evaluarea situaţiei personalului din instituţiile medico-sanitare publice (IMSP), aprecierea necesităţii de reformare a cadrelor iginereşti din Republica Moldova şi dotarea departamentului de inginerie biomedicală în instituţia medicală. Domeniul de cercetare este studiul teoretic al regulamentelor şi procedurilor managementului dispozitivelor medicale. Metodologia cercetării știinţifice se bazează pe analize, rapoarte, statistici. Noutatea şi originalitatea este studiul elaborat, care are ca scop îmbunătăţirea Managementului Dispozitivelor Medicale şi oferirea de recomandări privind baza tehnică a instituţiilor medico-sanitare; este colecţia de date obţinută în urma cercetării dotării cu dispozitivelor medicale a unei instituţii medicale din ţară. Valoarea aplicativă a lucrării constă în rezultatele obţinute. Capitolul unu descrie aspectele teoretice despre managementul tehnologiilor medicale, cadrul legislativ de reglementare privind dispozitivele medicale. În capitolul doi sunt descrise aspecte generale ale normelor/standrdelor, sunt expuse liste de dotare minima cu dispozitivelor medicale şi studiul unei instituţii medico-sanitare publice. Capitolul trei conţine date reprezentative ale situaţiei managementului tehnologiilor medicale, studiul personalului tehnic actual din sistemul de sănătate. În concluzie se menţionează că scopul proiectului a fost atins, este realizat un studiu teoretic al bibliografiei privind standardele de dotare minima cu dis`pozitive medicale şi cercetarea bazei tehnice a instituţiei medico-sanitare publice.

The aim of the paper is to analyze and evaluate the importance of the Medical Technology Management, as well as the minimum medical device standards at national level and in other countries. The general objectives are the bibliographic analysis of the medical technologies, the collection and interpretive analysis of the data, assessment of the standards (protocols) of the existing medical devices, evaluation of the medical and technical staff within the public medical and sanitary institutions, the necessity to reform the technical staff in the Republic of Moldova and to endow with equipment the biomedical engineering department. The field of research is the theoretical study of the regulations and procedures in the medical device management. The scientific research methodology is based on analyses, reports, statistics. The originality of the developed study aimed to improve the Management of Medical Devices and offer recommendations regarding the technical basis of the medical and sanitary institutions; it is the collection of data obtained from the research of the medical device endowment of a medical institution in the country. The applied value of the work lies in the achieved results. Chapter one describes the theoretical aspects of the medical technologies management, the legislative regulatory framework for medical devices. In chapter two there are general aspects of regulations/standards, there are lists of minimum medical equipment and the study of a public medical institution. Chapter three contains descriptive data on the state of health technology management, a study of the current technical staff within the health system. The conclusion states that the aim of the project has been achieved, a theoretical study of the standards of minimum medical equipment and the research of the technical base of the public medical institution is carried out. It will be possible to use the observations and ideas deduced in other studies, to translate and implement them in policy projects within the medical institutions in the country.
