Modernizarea serviciilor electronice prin aplicarea instrumentelor de guvernare electronică. Reingineria procesului de înregistrare de stat a faptului nașterii

Abstract

Problematica studiului: reingineria și digitizarea serviciilor publice este un proces anevoios fiind necesare ajustări ale cadrului legal și transformări tehnologice ale proceselor interne ale instituțiilor responsabile de prestare a serviciilor publice. Înregistrarea faptului nașterii este una din cele mai complexe servicii publice care impactează în primul rând cetățenii care contribuie la creșterea natalității Republicii Moldova.

Structura tezei: teza de master este prezentată în trei capitole, incluzând nouă paragrafe, adnotare, lista abrevierilor, întroducere, concluzie, precum și o listă de referințe și anexe care vor servi la percepția informațiilor digitale și analitice;

Obiectivele cercetării: obiectul principal al cercetării este analiza procesului existent (AS IS) de înregistrare a faptului nașterii și modernizarea/reingineria acestui proces (TO BE) prin aplicarea instrumentelor de guvernare electronică.

Rezultatele obținute: urmare a cercetărilor efectuate au fost identificate și analizate actele normative existente care stau la baza serviciului privind înregistrarea faptului nașterii. A fost analizat și descris procesul existent (AS IS) de prestare a serviciului dat. În baza analizei efectuate a fost identificată o listă a actelor normative ce urmează a fi ajustate, modernizat procesul de prestare a serviciului atât din perspectiva cetățeanului (părintele interacționează cât mai puțin cu statul) cât și din perspectiva proceselor interne ale instituțiilor implicate în prestarea serviciului dat. A fost elaborat un prototip pentru interfața de înregistrare a faptului nașterii în baza certificatului constatator al nașterii.

The issue of the thesis: the public services reengineering and digitization is a difficult process, which requires adjustments of the legal framework as well as technological transformations in the internal processes of institutions responsible for providing this kind of services. Birth registration is one of the most complex public service that primarily affects citizens who contribute to the birth rate increase ment in the Republic of Moldova. Nowadays, the registration of the fact of birth is made not by the institution that confirms the birth, we mean the Ministry of Health but by the Public Services Agency, and the citizens (parents of the newborns) who are responsible for transmitting the information. The lack of electronic information on the fact of birth at the time of birth contributes to the delay in the declaration by the parents of the birth of the newborn child within a legally established period (three months); the irresponsibility of some parents has as a consequence the involvement of several institutions in identifying cases of non - registration of newborn children; the delayed updating of the State Register of Population (SRP) being an obstacle for obtaining childcare allowances offered by Public Services Agency;

The goals of the research: is the analysis of the existing process of a child birth registration, (AS IS) and the modernization/re-engineering of this process (TO BE) by applying e-government tools.

The obtained results: as a result of the carried-out research, the existing normative acts underlying the birth registration service were identified and analyzed. The existing process of providing this service (AS IS) was analyzed and described. Based on the analysis, a list of normative acts to be adjusted was identified, modernized the service delivery process both from the citizen's perspective (the parent interacts with the government as little as possible) and from the perspective of internal processes of institutions involved in providing the service. Based on a real example of the birth certificate, a prototype was developed for the birth registration interface.
