Abstract:
To select a particular decision procedure, the manager must be able to predict the behavior of agents - their response to control inputs. For this it relies primarily on his personal experience of decisionmaking, and if for some reason can not find solutions, how intelligent, learning system, he generates a solution by trial and error. However, the experiment in life, using different variants of management actions and studying the reaction of subordinates, is economically costly and leads to unwanted tension in the team, which is not always desirable. Therefore, we can use modeling - method of research management systems models. With an adequate model can be using it to analyze the reaction control system (phase analysis), and then select and use in practice (phase synthesis), then the control action, which leads to the desired reaction. The task of developing models and mechanisms of control is attractive both in terms of the
governing body - because it enables them to review and ana-vat behaviors controlled entities and to develop and declare the principles of management to achieve its goals, as well as for control subjects - it makes the predictable behavior of the Governing Bodies . That is, the reduction of uncertainty due to use-formation mechanisms of governance is one of the essential properties of the organization as a social institution.
