Executarea lucrărilor cadastrale de înregistrare masivă, satul Cișmichioi, raionul Vulcănești

Abstract

Цель работы: анализ теоретических и методологических основ процесса массовой регистрации земли с их применением на практике.

В процессе написания дипломной работы было изучено множество материалов, относящихся

к процессу массовой первичной регистрации, проводимой на территории Республики Молдова.

Главный вопрос заключался в следующем: какова цель этих работ? Ответ таков: в Республике Молдова еще много населенных пунктов, где жители не имеют права собственности на свои домохозяйства, и поэтому многие граждане не могут продать или передать свое имущество. В связи с этим в нашей стране уже несколько лет реализуется Государственная программа по созданию кадастра недвижимого имущества, которая, среди прочего, предоставляет возможность бесплатно оформить права собственности.

В данной дипломной работе был изучен и подробно рассмотрен поэтапный процесс массовой регистрации недвижимого имущества, начиная с анализа данных, предоставленных примарией,

и заканчивая регистрацией и выдачей титулов. Главной целью работы было: идентификация объектов, их описание, оценка недвижимости и последующая регистрация. Все переменные в этом процессе взаимосвязаны и не могут быть отделены друг от друга.

В ходе выполнения работы были рассмотрены правовые, технические, экономические,

институциональные и социальные аспекты кадастра. Целью исследования было изучить процесс поэтапного проведения массовых работ для первичной регистрации недвижимости. Для написания работы было необходимо работать с данными, предоставленными примарией и исполнителем массовых работ. Для обработки графической части использовалось программное обеспечение MapInfo, а также работали с Geoportal и регистром.

Работа над дипломным проектом способствовала личному саморазвитию и закреплению знаний, полученных за годы учебы. Мне удалось эффективно применить на практике полученные данные и программные средства, а также более детально узнать о специфике моей будущей профессии.

Scopul lucrării este de a analiza fundamentele teoretice și metodologice ale procesului de înregistrare a terenurilor în masă cu aplicarea lor în practică.

În timpul redactării tezei, au fost studiate o mulțime de informații legate de procesul de înregistrare primară în masă, care se desfășoară pe teritoriul Republicii Moldova. Întrebarea principală a fost, care este scopul acestor lucrări? Iar răspunsul s-a dovedit a fi următorul: există încă multe așezări în Republica Moldova în care rezidenții nu au drepturi de proprietate asupra gospodăriilor în care locuiesc și, din acest motiv, mulți cetățeni nu își pot vinde sau dona proprietatea și, prin urmare, în țara noastră se desfășoară de câțiva ani un program de Stat pentru crearea unui cadastru imobiliar, care, printre altele, oferă posibilitatea de a înregistra gratuit drepturile de proprietate.

În această teză, a fost studiat și luat în considerare procesul pas cu pas de înregistrare în masă a imobilelor, începând cu studiul datelor furnizate de primărie și terminând cu înregistrarea și eliberarea titlurilor.

Scopul principal al lucrării a fost: identificarea obiectelor, descrierea acestora, evaluarea imobilelor și înregistrarea ulterioară a acestora. Toate variabilele sunt interconectate și nu pot fi separate una de cealaltă.

În cursul lucrărilor, au fost abordate aspectele juridice, tehnice, economice, instituționale și sociale ale cadastrului.

Sarcina a fost stabilită pentru a studia procesul de lucru în masă pe etape pentru înregistrarea primară a imobilelor.

Pentru a scrie lucrarea, a fost necesar să lucrăm mult cu datele furnizate de primărie și de contractantul lucrărilor de masă. Software-ul MapInfo a fost folosit pentru a procesa partea grafică și au lucrat și cu Geoportal și cu registrul.

Procesul de lucru la teză a ajutat la dezvoltarea personală și a îmbunătățit cunoștințele dobândite de-a lungul anilor de studiu. Am reușit să aplic în mod eficient datele și software-ul obținut în practică și am putut afla mai detaliat despre specificul viitoarei mele profesii.

The purpose of the work is to analyze the theoretical and methodological foundations of the process of mass land registration with their application in practice.

In the process of writing the thesis, many materials related to the process of mass primary registration conducted on the territory of the Republic of Moldova were studied. The main question was: what is the purpose of these works? The answer is this: there are still many settlements in the Republic of Moldova where residents do not have ownership rights to their households, and therefore many citizens cannot sell or transfer their property. In this regard, a State program has been implemented in our country for several years to create a real estate cadastre, which, among other things, provides an opportunity to register property rights for free.

In this thesis, the step-by-step process of mass registration of real estate was studied and considered in detail, starting with the analysis of data provided by the mayor's office, and ending with the registration and issuance of titles. The main purpose of the work was: identification of objects, their description, real estate valuation and subsequent registration. All the variables in this process are interconnected and cannot be separated from each other.

In the course of the work, the legal, technical, economic, institutional and social aspects of the cadastre were considered. The purpose of the study was to study the process of phased mass works for the primary registration of real estate. To write the work, it was necessary to work with the data provided by the mayor's office and the contractor of the mass works. The MapInfo software was used to process the graphic part, and they also worked with Geoportal and the register.

Work on the graduation project contributed to personal self-development and consolidation of knowledge gained over the years of study. I was able to effectively put the data and software tools I received into practice, as well as learn more about the specifics of my future profession.
