Perfecționarea activității transportului public. Studiu de caz – municipiul Chișinău

Abstract

Problematica studiului perfecționării transportului public necesită de a determina o gamă largă de parametri și indicatori ai desfășurării serviciilor de transport public a municipiului

Chișinău. Indicatorii de activitate sunt dependenți de caracteristicile mediului împreună cu cererea de transport, respectiv indicatorii trebuie asociați cu elementele ce constituie capacitatea transportului public de a funcționa optim și durabil pentru toți participanți, astfel ca formarea, menținerea și dezvoltarea activității să corespundă bunei utilizări de către populație. Transportul public permanent concurează cu transportul privat, problemele formate în transportul public și preferințele formate la populație constituie criterii de selecție a mijlocului de asigurare a mobilității. Obiectivele generale a tezei includ în sine analiza din surse statistice a caracteristicilor

transportului public din municipiul Chișinău, parametrii de infrastructură, de circulație, accesibilitatea populației la diferite locații municipale, cererea populație la servicii, gestionarea rutelor de transport. Regularitatea și caracteristicile îndeplinirii rutelor de operatorii de transport public a permis vizualizarea ulterioară a locațiilor problematice, ca ulterior să se determine viziunea populației, care practic este viziunea clientului la serviciu și permite determinarea aspectelor ce necesită a fi rezolvate.

Metodele aplicate la realizarea cercetării implică în sine colectarea și analiza datelor din diferite surse privind statistica desfășurării activității a transportului public municipal, precum și statistica altor orașe din alte state. Rapoartele de activitate a întreprinderilor municipale din domeniu, a permis diferențierea rutelor, studiul parcului rulant, problematicile de deplasare, regularitatea unor problematici, etc. Legislația și deciziile, au făcut posibil de studiat aspectele locale de reglementare. În finalul lucrării au fost analizate soluțiile elaborate de comunitatea europeană, precum și aplicabilitatea soluțiilor în cadrul municipiului Chișinău.

Rezultatele obținute în cadrul desfășurării tezei de master, au dat dovadă de posibilități de optimizare, care în plan teoretic pot ajuta populația să aibă transport public mai optim, eficient și cu capacități îmbunătățite de monitorizare permanentă a activității studiate, ca în final serviciile de transport public în municipiu să fie perfecționate și să aibă cadru posibil de perfecționare ulterioară.

The problem of the study of the improvement of public transport is to determine a wide range of parameters and indicators of the development of the public transport services of the municipality of Chișinau. The activity indicators are dependent on the characteristics of the environment together with the transport demand, respectively the indicators must be associated with the elements that constitute the capacity of public transport to function optimally and sustainably for all participants, so that the formation, maintenance and development of the activity corresponds to the good use by the population. Permanent public transport competes with private transport, the problems formed in public transport and the preferences formed by the population are criteria for selecting the means of ensuring mobility.

The objectives of the general thesis include the analysis from statistical sources of the characteristics of public transport in the municipality of Chișinau, infrastructure and traffic parameters, the accessibility of the population to different municipal locations, the population's demand for services, the management of transport routes. The regularity and characteristics of the performance of the routes by the public transport operators allowed the subsequent visualization of the problematic locations, in order to subsequently determine the vision of the population, which is basically the vision of the customer at work and allows the determination of the aspects that need to be solved.

The methods applied to the research involve in themselves the collection and analysis of data from different sources regarding the statistics of the activity of the municipal public transport, as well as the statistics of other cities in other states. The activity reports of municipal enterprises in the field, premised on the differentiation of routes, the study of the rolling stock, travel issues, the regularity of some issues, etc. Legislation and decisions made it possible to study local regulatory aspects. At the end of the paper, the solutions developed by the European community were analyzed, as well as the applicability of the solutions within the Chișinau municipality.

The concrete results obtained during the implementation showed optimization possibilities, which theoretically can help the population to have more optimal, efficient public transport and with improved capacities for permanent monitoring of the sued activity, so that in the end the public transport services in the municipality be improved and have a possible

framework for further improvement.
