Argumentarea amplasarii statiilor de alimentare cu petrol si gaze in Republica Moldova

Abstract

Capitolul 1 este « Stația de alimentare cu petrol și gaze ca obiect supus evaluării. Situația pe piață a produselor petroliere din Republica Moldova». Subcapitolul 1.1 «Transportul rutier și starea drumurilor din Republica Moldova» include clasificarea drumurilor si analiza transportului rutier din Republica Moldova. Subcapitolul 1.2 «Analiza pieței produselor petroliere în Republica Moldova» descrie detaliat indicatorii: volumul anual importat de produse petroliere, țara și compania care importă pe teritoriul Republicii Moldova produse petroliere și produsele. Subcapitolul 1.3 « Stația de alimentare cu petrol și gaze ca obiect supus evaluării» sunt prezentate caracteristicile de bază a stațiilor de alimentare cu petrol și gaze, analiza pe piață a întreprinderilor care realizează produsele petroliere pe întreg teritoriul Republicii Moldova, inclusiv și realizarea lor în raioanele țării. Capitolul 2 «Criteriile de bază a amplasării raționale și evaluarea stațiilor de alimentare cu petrol și gaze». Subcapitolul 2.1 «Cadrul legislativ și documentele normative care reglementează activitatea stațiilor de alimentare cu petrol și gaze» cu scopul îndeplinirii calitative a evaluării, ținîndu-se cont de toată legislația studiată, documentele normative, reglementarile de proiectare, de construire și exploatare a stațiilor de alimentare cu petrol și gaze. Subcapitolul 2.2 «Metodologia de amplasare a stațiilor de alimentare cu petrol și gaze» include clasificarea stațiilor de alimentare cu petrol și gaze, principiile de dezvoltare în regiune, studiul metodologiei de amplasare a stațiilor, aria intersectată de soluții fezabile, precum și seturi limitate de diferite standarde și cerințe. Subcapitolul 2.3 «Recomandări metodologice pentru evalualea stațiilor de alimentare cu petrol și gaze» studiază trei abordări pentru estimarea valorii de piață a complexului de carburanți: abordarea cheltuielilor, abordarea comparativă (analiza comparativă a vînzărilor) și abordarea veniturilor. Aceasta reprezintă secvența de calcul al valorii de piață a tuturor abordărilor. Capitolul 3 reprezintă partea practică a tezei de master și se numește «Determinarea valorii de piață a stației de alimentare cu petrol și gaze, amplasată pe adresa: municipiul Chișinău, comuna Stăuceni, satul Stăuceni, pe traseul M2 Chișinău-Soroca». În acest capitol este identificat obiectul de evaluare. Pentru determinarea valorii de piață a stației de alimentare cu petrol si gaze sunt utilizate două abordări de evaluare: abordarea veniturilor și abordarea comparativă (metoda analizei comparative a vînzărilor).

Chapter 1 is called “Gas station as an object of valuation. Market of petroleum products in the Republic of Moldova”. In Section 1.1 “Road Transport and the condition of roads in the Republic of Moldova” is presented the classification of roads and the analysis by type of road transport in the Republic of Moldova. Section 1.2 “Analysis of the market of petroleum products in the Republic of Moldova” presents indicators such as the volume of imports of petroleum products over the years, suppliers by country and company of petroleum products in the Republic of Moldova, the amount of oil held in the reservoirs of the country. Section 1.3 “Gas station as an object of valuation. Key Features” describes the definition of gas station, its main features. Also, the analysis of the market of petroleum products in the Republic of Moldova, the estimated number of gas stations across the country and their distribution by geographical zones is presented. Chapter 2 is called “Methodological bases of rational allocation and valuation of the gas station”. In Section 2.1 “Legislative and regulatory documents governing the operations of the gas station”, in order to perform a qualitative assessment, all the legislative and regulatory documents governing the design, construction and operation of gas stations are reviewed. In section 2.2 “Method of placement of gas stations” the classification of gas stations and the principles of the development of fuel dispenser facilities in the region are presented. Also the placement technique of filling stations and the intersection of feasible solutions, restricted by various standards and requirements are reviewed. In Section 2.3 “Guidelines for assessing the petrol station” are reviewed three valuation methods: based on costs, income and comparative method; It shows the sequence of calculation of the market value of all the approaches; a step by step determination of the market value based on all three methods is presented. Chapter 3 is the practical part of this thesis, which is called “Assessment of the gas station, situated in Chisinau municipality, commune Stăuceni, village Stăuceni, Route M2 Chisinau -Soroca”. This chapter provides an identification of the object of valuation. To calculate the market value of the gas station, the following approaches are used: cost and income, the final result is made of the market value of the valuated object.
