Formarea bunurilor imobile prin reparcelare pe baza planului urbanistic de detaliu în comuna Bubuieci

Abstract

În lucrarea dată s-a efectuat descrierea amănunțită a etapelor care trebuie parcurse pentru modificarea documentației în cazul schimbului de destinație a unui sau mai multe bunuri imobile, cît și descrierea modului de lucru și perfectarea lucrărilor cadastrale. În lucrare este prezentată elaborarea documentației cadastrale la formarea bunurilor imobile prin reparcelare. Locul amplasării bunului imobil este mun. Chișinau, com.Bubuieci. sat. Bubuieci. Beneficiarii lucrării sunt proprietarii terenurilor cu numerele cadastrale 0142102001-0142102089. Scopul lucrării date este întocmirea documentației cadastrale pentru înregistrarea bunurilor în Registrul bunurilor imobile. Informația din Registrul bunurilor imobile referitor la terenurile implicate în procesul de elaborare a planurilor geometrice a fost prezentat de Primăria com.Bubuieci. Modul de folosință a bunurilor imobile este pentru construcții (grădini, incluse în intravilanul localității ca terenuri destinate construcțiilor în conformitate cu art.39 din Codul Funciar RM în redacția Legii nr.209 din 16.07.2010 privind modificarea art.39 din Codul Funciar RM). Actele de constatare la modificarea planului cadastral a terenurilor incluse în intravilanul localității Bubuieci au fost elaborate în temeiul Planului Urbanistic de Detaliu, întocmit de Institutul Municipal de Proiectări "Chișinăuproiect" . Datele din terenuri au fost prelucrate pe calculator, cu programe specializate. Redactarea planului geometric s-a făcut cu ajutorul calculatorului, cu programul Mapinfo. Calculul suprafețelor prin metoda analitică. Sistemul de coordonate: MOLDREF-99. În capitolul 1 al lucrării sunt redate informații privind note teoretice pentru familiarizarea cu tema lucrării și domeniul cadastral, deasemenea sunt prezente particularitățile formării bunurilor imobile. În capitolul 2 este descrisă elaborarea și aprobarea documentație de urbanism și amenajare a teritoriului, deasemenea metodologia de investigație și colectare a datelor pentru efectuarea lucrărilor cadastrale și întocmirea dosarului tehnic. În capitolul 3, este descrisă și prezentată amănunțit succesiunea pașilor pentru efectuarea lucrării și atașate documentele scanate din original. În concluzie se poate afirma că tema tezei este una actuală, documentația necesară pentru efectuarea formării prin reparcelare pe viitor v-a oferi multe oportunități atît inginerilor cadastrali cît și beneficiarilor care o sa lucreze la a doua parte a proiectului dat la fel în satul Bubuieci. Teza a fost structurată conform normelor și conține informație expusă și interpretată clar.

The paper presents the elaboration of the cadastral documentation for the formation of real estate by rezoning. The location of the real estate is Chisinau, village Bubuieci. The beneficiary of the work are the owners of the lands with cadastral numbers 0142102001-0142102089. The purpose of this work is to prepare the cadastral documentation for the registration of assets in the Real Estate Register. The information from the Real Estate Register regarding the lands involved in the process of elaborating the geometric plans was presented by the city hall of Bubuieci. The use of real estate is for constructions (gardens, included in the built-up area of the locality as lands intended for constructions in accordance with art. 39 of the Land Code of Moldova in the wording of Law no. 209 of 16.07.2010 on amending art. 39 of the Land Code of the Republic of Moldova) . The documents establishing the modification of the cadastral plan of the lands included in the built-up area of Bubuieci locality were elaborated on the basis of the Detailed Urban Plan, drawn up by the Municipal Institute of Designs "Chișinauproiect". The data from the lands were quickly processed on the computer, with specialized programs. The geometric plan was written using a computer, with the Mapinfo program. Calculation of surfaces by analytical method. Coordinate system: MOLDREF-99. In chapter 1 of the paper there was relevant information on theoretical notes for familiarization with the topic of the paper and the cadastral field, especially the peculiarities of real estate formation are present. Chapter 2 describes the elaboration and approval of urbanism and spatial planning documentation, as well as the methodology of investigation and data collection for carrying out cadastral works and preparation of the technical file. In Chapter 3, are describe steps for performing the work is described and presented in detail and the scanned documents from the original are attached. In conclusion, it can be stated that the topic of the thesis is a current one, the necessary documentation for carrying out the reparcelling training in the future will offer many opportunities to both cadastral engineers and beneficiaries who will work on the second part of the project in Bubuieci village. The thesis has been structured according to the rules and contains clear presentation and interpretation information.
